Preheat the oven to 190C / 375F gas mark 5. Rub the Welsh lamb with the olive oil and season with salt and pepper. Cook in a roasting tin for 20 - 30 minutes, then place on a board and leave to rest for 10 minutes.
Meanwhile, make the beans. Heat the oil in a saucepan and add the garlic and rosemary. Cook for 4 - 5 minutes over a gentle heat. Add the beans and warm gently for 5 minutes. Season
To serve, dividebeans between warm plates. Cut the lamb into chops and place two on top of each pile of beans
